Organizational Setting

The Regional Office for RLC is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RLC also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RLC develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

This position is located in the Regional Office for Latin America and the Caribbean (RLC) in Santiago, Chile.

Reporting Lines

The Human Resources Specialist reports directly to the Human Resources Associate and is under the general supervision of the Regional Human Resources Officer (FAO-RLC).

Technical Focus





The Human Resources Specialist is responsible for coordinating and executing administrative tasks related to the hiring of national and international affiliate workforce, in accordance with FAO rules and regulations. The Human Resources Specialist performs the following functions:

Tasks and Responsibilities

- Support the overall hiring plan for hiring of national and international affiliate workforce.
- Develop and/or review Terms of Reference of affiliate workforce and ensure compliance with current standards and regulations.
- Coordinate and manage the publication of calls to attract candidates for vacancies related to national and international affiliate workforce, ensuring proper dissemination to attract qualified talent.
- Organize and facilitate the selection process, including coordinating interviews with the selection panel and preparing reports on evaluated candidates.
- Manage the complete cycle of contracts for national and international affiliate workforce in the General Resource Management System (GRMS), ensuring the collection and verification of required documentation.
- Supervise the validity of contracts for national and international affiliate workforce in and take appropriate measures in coordination with supervisors for renewal or termination as necessary.
- Provide administrative support, including recording worked hours for the payment of fees to national and international consultants and other related tasks.




- Collaborate in implementing actions to promote a respectful and harmonious work environment, aligned with the organization's values and commitments.
- Facilitate knowledge exchange and best practices within the office, promoting collaboration, continuous learning, and innovation.
- Assist in the performance evaluation process of national and international consultants, providing logistical and administrative support for the preparation and recording of their performance evaluation reports (QAR).
- Maintain confidentiality and handle sensitive information with discretion.
- Perform other tasks as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

- Completed high school diploma
- 2 years of relevant experience in human resources
- Working knowledge (full proficiency – level C) of English
- National of Chile or legal resident with a work permit.

Technical/Functional Skills

- Working experience in more than one place or working field.
- Desirable experience in human resources in the United Nations, including corporate policies, rules and procedures.
- Experience in process and change management improvements.
- Very good knowledge of corporate computerized travel/human resources systems and administrative procedures and
- policies.
- Extent and relevance of experience in recruitment and onboarding processes.
- Familiarity with MS Outlook and collaboration tools using Microsoft Teams platforms, MS Excel and Canva
