Organizational context

The Economic Commission for Latin America and the Caribbean (ECLAC), a UN regional commission established in 1948, aims to foster economic and social development in the region. This role is within the Economics of Climate Change Unit, part of the Sustainable Development and Human Settlements Division, contributing to policy design, monitoring, and advisory services.

Job purpose

The Senior Economic Affairs Officer will lead the Economics of Climate Change Unit, reporting to the Chief of Division. This role involves formulating and managing economic analysis programs aligned with integral agendas like the 2030 Agenda and the Paris Agreement. The officer will identify emerging development issues related to climate change, design programs to address them, and supervise a team of experts. Key contributions include producing high-quality economic studies, facilitating expert consultations, finalizing reports, and representing the unit in intergovernmental and international forums, thereby supporting sustainable development and climate action in the region.

Responsibilities

The Senior Economic Affairs Officer is responsible for leading economic and sectoral analysis, including formulating strategies and policies for climate change and sustainable development. This involves identifying new development issues, designing programs, and supervising a team. The role includes commissioning and overseeing economic studies, managing expert meetings, and finalizing reports for publication.



Support for intergovernmental bodies involves providing strategic advice and managing the unit's contributions to meetings. Technical cooperation includes developing government relations, negotiating assistance programs, and coordinating cooperation among Member States. Programmatic duties involve leading the unit, contributing to strategic planning and budgeting, and overseeing data collection and analysis for informed decision-making.

Education

An advanced university degree (Master's or equivalent) in economics or a related field is required. A first-level university degree with two years of qualifying experience may be accepted as an alternative.

Work experience

A minimum of ten years of progressive experience in economic research, analysis, and policy formulation on climate change and sustainable development is required. Essential experience includes economic analysis of climate change impacts, adaptation, mitigation, and policy instruments, as well as program/project management and team supervision. Experience in technical cooperation with Latin American and Caribbean governments is desirable.
