Organizational context: The Regional Office for Latin America and the Caribbean (RLC) leads FAO's regional response to priorities in food security, agriculture, and rural development.
It identifies, plans, and implements priority activities, ensuring a multidisciplinary approach.
RLC collaborates with Headquarters to develop and oversee FAO's strategic regional response, advises on incorporating regional priorities into the Programme of Work and Budget, and implements approved programmes.
The office monitors programme implementation, addresses deficiencies, and maintains relations with regional institutions.
It supports regional policy dialogue, facilitates partnerships, and enhances capacity development and resource mobilization for food security, agriculture, and rural development within the region.

This role involves providing policy support, facilitating knowledge sharing, and disseminating best practices for transformative SSTC across the region.
The officer will monitor SSTC-related programmes and activities, reporting on results to key internal and external stakeholders.
The primary objective is to enhance the operational effectiveness and implementation of SSTC initiatives, aligning them with FAO's strategic goals and ensuring that FAO's knowledge products translate into tangible country-level results and impacts.
Responsibilities:



The South-South Cooperation Officer will support the promotion of South-South and Triangular Cooperation (SSTC) in RLC, focusing on governmental institutions to align with FAO's mandate and Strategic Framework *********.
Responsibilities include providing policy support, knowledge sharing, and disseminating best practices for transformative SSTC within the region.
The role involves monitoring SSTC programmes and activities at all levels, reporting results to stakeholders, and supporting operational effectiveness.
Key functions include assisting country-level actions guided by FAO's frameworks, providing technical assistance, and participating in negotiations with governments and partners for SSC initiatives.
The officer will help identify SSC initiatives, contribute to their formulation and implementation, build partnerships, mobilize resources, and develop a results-based monitoring and evaluation system and communication strategy.
Additionally, the role requires preparing analytical reports on SSC achievements and lessons learned, producing briefs on donor policies, coordinating meetings, supporting Country Offices with SSTC reporting, monitoring existing agreements, exploring new opportunities,



analyzing and improving internal SSTC policies, and developing capacity-building tools for staff.
Education: An advanced university degree (Master's or equivalent) in agriculture, economics, social sciences, or a closely related field is required.
Proficiency in English (Level C) and intermediate knowledge (Level B) of another FAO official language (Arabic, Chinese, French, Russian, or Spanish) are necessary.
Work experience: A minimum of three years of relevant experience in agriculture and rural development is required.
This experience should encompass programme/project formulation and implementation, planning, partnership development, policy development, capacity building, resource mobilization, and monitoring and evaluation, including international experience.
Skills: The role requires strong analytical and communication skills, with the ability to effectively plan and organize work.
Experience in agricultural development related to south-south cooperation, partnership building, capacity development, knowledge exchange, and technical cooperation programmes is essential.
Familiarity with the region, project formulation/implementation, resource mobilization, and monitoring and evaluation is important.
A good understanding of food security issues in developing countries is also necessary.
Working knowledge (Level C) of Spanish is a strong asset.
Experience in multiple work locations, especially in field positions, is desirable.
