Organizational context: The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is seeking a consultant to contribute to a joint ECLAC-PAHO report. This role will focus on analyzing productive capacities in the health manufacturing industry within the region, identifying information gaps and methodological limitations.

Job purpose: The purpose of this consultancy is to develop a harmonized and documented database, along with key indicators and a brief analytical note, concerning the trade of health manufacturing industry products. This will directly support a joint ECLAC-PAHO report by providing essential data and analysis on regional productive capacities. The work will also explicitly identify information gaps and methodological limitations in the current data landscape, contributing to a more robust understanding of the sector's trade dynamics and its implications for regional development. The consultant will ensure the data and analysis are suitable for informing policy and future research.

Responsibilities: The consultant will be responsible for compiling, cleaning, and harmonizing annual export and import data from official and recognized international sources, as coordinated with ECLAC. This includes applying and proposing adjustments to a product classification developed with PAHO and ECLAC specialists, documenting correspondences between Harmonized System versions, and identifying comparability limitations. The role involves constructing indicators for the composition, evolution,



and specialization of trade in pharmaceutical products and medical devices, distinguishing subsectors where possible. Furthermore, the consultant will identify trade patterns and changes that signal productive capacities, clarifying that trade data does not directly measure production or distinguish national production from re-exports. Finally, the consultant will prepare analytical inputs, databases, and documentation, and participate in technical meetings, incorporating feedback from ECLAC and PAHO.

Education: A university degree in economics, social sciences, or a related field is required. Complementary studies or courses in data science are desirable. Fluency in Spanish is essential, with knowledge of English being a plus.

Work experience: A minimum of 1 year of demonstrable experience is required in collecting, cleaning, and harmonizing international trade data. Experience with detailed product classifications and Harmonized System version concordances is necessary. Proficiency in constructing and analyzing economic indicators is also required. Experience in productive development or in analyzing pharmaceutical products and medical devices is considered an asset.
