**Marine Works Lead Field Engineer**
# Job Overview:
The Marine Works Field Engineer position is responsible for the organization and activities relating to construction engineering, subcontracts, and engineering liaison with the design functional group on the MLP\_INCO project.
# Key Responsibilities:
+ Coordinate with marine design engineering group and subcontractors design engineering group for constructability and design issues.
+ Establish a design/field engineering working relationship and lines of communication with the Project Field Engineer,
including agreement on engineering deliverables and overall construction application configuration management.
+ Responsible for quantity take-off, control, tracking, reporting and forecasting.
+ Direct the design of temporary construction facilities as required.
+ Issue field sketches to support construction needs.
+ Determine timing for as builts or redlines to design engineering based on contract, client and/or design requirements.
+ Direct the preparation of requisitions for field procured materials (FMRs), material substitution, services and equipment.
+ Approve field requisitions as delegated by the Project Field Engineer.
+ Review Material Receiving Reports (MRRs) and warehousing to assure delivery of correct materials.
+ Ensure Engineering Inspection Reports (EIRs) are being done for equipment and materials received.
+ Coordinate and monitor the interface between the construction automation plan and the project controls program at the jobsite.
+ Develop and manage the construction quality program associated with all marine work activities.
+ Direct preparation of cost estimates for construction activities and coordinate the preparation of cost reports, forecast and progress reports.
+ Coordinate with Superintendents and Subcontractors to plan construction schedules.
+ Provide support to 3 week look a head meetings.
+ Plan and recommend procedures to be implemented by Superintendents and Subcontractors to ensure construction operations are within requirements of engineering design and specifications.
+ Work with customer’s construction engineering, resident engineering and operating personnel to coordinate construction activities.
+ Coordinate subcontract activities to ensure materials, equipment and quality comply with design plans and specifications.
+ Implement controls over variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials and equipment and ensure that other corporate programs are fully utilized.
+ Administer major subcontract changes and assist in major contractual discussions and negotiations.
+ Develop and recommend the construction field engineering organization and staffing plan for approval by the Project Field Engineer and Site Manager and prepare employee requisitions.
+ Undertake training needs analysis and develop Field Engineering Training Plan for the marine works team.
+ Ensure that subordinate personnel receive progressive training.
+ Supervise operations and compliance of the field document control department.
+ Work with the Field Welding Engineer to monitor weld repair rate, ensure qualifications and compliance with the project Weld Control Manual.
+ Coordinate field engineering efforts to support to punchlisting and inspection walkdowns for turnover to pre-ops for marine works related systems.
+ Perform Annual Reviews for direct report staff.
+ Perform other duties as required by Bechtel site management.
+ Work with project rigging engineers to ensure Standard Work Process Procedure (SWPP) Compliance, critical lift review and rigger competence.
+ Ensure compliance with the implementation, accuracy and use of all Construction Bechtel Standard Application Programs (BSAPs).
+ Direct preparation of Construction Release Packages (CRPs) / TurnOver Packages (TOPs) for submittal to pre-ops.
# Basic Qualifications:
+ Bachelor’s degree in Engineering or other relevant technical discipline from an accredited university as well as a minimum of 15 years relevant work experience, or 21 years relevant experience in the absence of a degree.
+ A minimum of five years field engineering experience in at least one discipline as well as a minimum of two years supervisory experience.
+ Knowledge of EPCM contract management. Thorough knowledge of construction activities as they relate to engineering disciplines, cost and scheduling, and contract administration. Knowledge of the use of subcontracts. Knowledge of the contractor/subcontractor’s responsibilities contained in subcontract documents.
+ Extensive background in marine construction projects, managing staff, providing leadership, maintaining good client relationships and developing talent within the project.
+ Demonstrated commitment to Environment, Safety and Health (ES&H;). Demonstrated commitment to a Zero Accident safety program.
+ Must be computer-literate in word processing, spreadsheet and database applications.
+ Must be familiar with current industry quality standards.
# Additional Requirements:
+ Prior experience in marine works projects including subsea pipeline fabrication, towing, buoyancy and seabed installation.
+ Prior experience in tunneling, including sub-sea tunnels, MTBM pipe jacking, concrete segment tunnels, offshore MTBM recovery
+ Prior experience in sinking shafts including grouting, slope stabilization, anchoring, shotcrete, concrete liner and electro-mechanical fit-out
+ Dual language ability to read, write and comprehend in both Spanish and English.
+ Strong interpersonal and teamwork skills, ability to work with people from other cultures
